Add directory navigation to the web file browser Both the repo page's "Files" tab and the commit page's tree rendered a directory entry as a plain, unlinked <span> -- repo.readTree only ever returns one level, and nothing walked deeper, so there was no page to link to and no way to browse into a subdirectory at all. Adds /<owner>/<repo>/tree/<path> (handleTree, always at HEAD, same convention /blob/<path> already uses) plus readTreeAtPath to resolve it one segment at a time, and a shared fileListRowsHtml so both file lists link directories to it the same way. The commit page's own directory links go there too rather than a historical, commit-pinned view -- no such route exists yet, and a live link beats a dead end.
