Add `zz repo delete` The only way to delete a repo was the web UI's settings page (a session-cookie form, doDeleteRepo) -- no CLI path and no token- authenticated API route existed, so cleaning up a test/throwaway repo created from the CLI meant switching to a browser. Adds a DELETE /api/repos/:owner/:repo route (same doDeleteRepo, same Owner check and orphan-row fallback the web form already relies on) and `zz repo delete <owner/repo>`, which asks you to type the slug back to confirm (it's a real, irreversible delete) unless -y/--yes is passed.
