Add prior-art doc; answer OCC novelty and merge-queue questions New docs/05-prior-art.md: Contract Net Protocol and blackboard systems for ASK/ANSWER's lineage, Gerrit's veto vote for Changeset/ VETO, Bors/merge-queue as OCC's contrast case plus the semantic- conflict backstop OCC doesn't cover, one unified governance section (ASF, Rust RFC/FCP, IETF rough consensus, Debian's constitution, the Linux kernel maintainer tree), and an honest accounting of what in OCC is actually novel vs. borrowed (git's optimism, Bazel/Pants- style graph-based impact analysis, SemanticMerge's structural merging, Kung & Robinson's 1981 OCC paper). Phabricator's Herald held back for the Tripwire implementation doc. Renumbered docs 05-09 to fit it in after Protocol. Cross-referenced from Protocol's review/merge flow.
