Add CI/release GitHub Actions workflows, CHANGELOG, and release docs ci.yml typechecks + builds on every push/PR. release.yml fires only on a pushed vX.Y.Z tag: verifies the tag matches package.json's version, typechecks, builds, npm publishes with provenance, and cuts a GitHub Release. Publishing itself stays a deliberate, manual trigger (push a tag) -- nothing publishes just because main moved. RELEASING.md documents the actual steps to cut one.
