Implement Ladder search for the local backend too, not just remote Standing rule: anything added to the remote backend needs a local equivalent. LocalBackend.searchLadder() is a real implementation, not a stub -- scans every repo currently cloned under demo-repos/, resolves each one's Ladder via the same collectLadder used elsewhere, and does a plain multi-term substring match (no D1/FTS5 locally, but functionally the same feature). Verified directly against real Ladder content from an onboarded demo repo: a specific query correctly narrows to the one matching file, an unrelated query returns nothing. Also simplified scriptedWork.ts's pre-search to go through resolveBackend() uniformly instead of a remote-only direct API call -- it now works in both modes automatically (remote resolves to remoteBackend's D1 search, local to LocalBackend's own), rather than being gated behind remote-only shard setup.
