docs: data-format reflects the zz-meta orphan branch and accounts/D1 Repo metadata (description, policy, Role grants) moved from .zz/ on main to a dedicated zz-meta orphan branch -- update the doc that specified the old layout, add the new one, and document the accounts/agents/D1 layer the web app (zzbin.dev) is built on.
