Fix repo page slowness: collapse 3 zz-meta fetches into 1, parallelize lanes/ladder getRepoAccessContext (called by every repo-viewing route) was doing three separate full git fetches of the same zz-meta branch per page view: one hidden inside an unconditional ensureMeta existence-check, plus two more independent ones for meta/roles. Added readRepoMetaAndRoles to read both files from a single scoped checkout, made ensureMeta conditional on that read coming back empty, and applied the same fix to doSetVisibility/ doTransferOwnership. Also had handleRepoPage start the Lane/Ladder DO reads immediately instead of after the git-content chain, and dropped a redundant log(limit:1) call now that log(limit:30)'s first entry already is HEAD.
